Abstract The Finnish Higher Education Evaluation Council (FINHEEC) carried out an extensive evaluation of the implementation of the Bologna process in Finland in 2010 and made related recommendations. This article examines how the 2010 recommendations including the two-cycle degree structure, curriculum work, and student mobility have moved forward through to 2014. The article also highlights how national goals, such as the shortening of study times, were linked to the implementation of the Bologna process in Finland. The article will argue that national evaluation projects may have an important role in promoting the Bologna process, even though some of the impact of the evaluation can be indirect.
