Abstract Empirical research of the C.S.O. on higher education in the eighties showed that the capacity of French universities for collective decision was very weak. Since that time, legislators have attempted to reinforce universities autonomy by creating executive boards whose capacity for constructing university policies is now indisputable. The analysis focuses on the following issue: what are the consequences of the strengthening of central management on the balance of powers between executive boards, faculties, and democratic elected assemblies?
